Foreign Office, August 13, 1908. WITH reference to your Excellency's despatch No. 230 of the 21st October, 1907, I request that you will inform me whether the Japanese Government have yet seen their way to consent to the restriction of the importation of morphia into China,

Should you deem it advisable to approach the Japanese Government on the subject, I would suggest that you might point out to them that the question is sure to be raised when the Opium Commission meets, and that it would be desirable to settle it, if possible, before then,
